Lisa Gillmor is a fourth-generation Santa Clara resident and has served our community since 2011. She served on the Santa Clara City Council from 2011-16, then 1992-2000; was appointed mayor in 2016, and then elected to lead the city in 2018.

Leadership During a Crisis

Under Mayor Lisa Gillmor’s leadership, the City quickly mobilized during the COVID-19 pandemic and did more to help its residents than any other Bay Area city.

Emergency Rental Assistance and Relief

  • Helped low-income households in Santa Clara with rental assistance.
  • Stopped electric and water utility disconnections to assist those struggling to pay because of lost income.
  • Introduced water and sewer rate assistance program for Santa Clarans.

Small Business Assistance Grant Program

  • Provided approximately $2 million in small business grants to support nearly 250 Santa Clara businesses and helped keep some from closing their doors.
  • Created an emergency ordinance to limit the amount of fees food delivery services could charge our small restaurant businesses.

Food for Families

  • Mayor Gillmor personally worked with the Salvation Army and Second Harvest Food Bank to distribute food, providing 16,809 boxes of food to 5,603 households.
  • Volunteered with the River of Life Foundation to personally deliver food and household supplies to multiple residential neighborhoods in the city.

Seniors Meal Program

  • Changed the Senior Nutrition Program to help Santa Clara seniors in their homes, providing 103,000 free meals.
  • Mayor Gillmor personally helped deliver weekend meals to homebound seniors in partnership with Santa Clara Firefighters Foundation.

Healthy Meals Santa Clara Children

  • Provided 150,000 free meals to children in partnership with Santa Clara Unified School District.

Public Safety

Since Lisa Gillmor became Mayor in 2016, the City of Santa Clara has maintained its status as one of the safest communities in the state and nation.

  • Consistently named as one of the top 25 Safest Cities in America
  • Based on larceny, vehicular theft, and homicide rates compiled by the US Census and the Federal Bureau of Investigation, Santa Clara was ranked #20 for Safest Cities in America in 2017 and #35 in 2018.
  • Ranked #14 for Safest Cities in California in 2020

Traffic Improvements

Under Mayor Lisa Gillmor’s leadership, the City of Santa Clara has made key investments in traffic improvements:

  • Launched the Pruneridge Avenue Complete Streets Plan to identify bicycle and pedestrian improvements.
  • Recognized by American Public Works Association Silicon Valley Chapter 2020 Honor Award for Safe Routes to Schools Pedestrian Improvement Project.
  • Completed the Bicycle Master Plan to help make bicycling safe for Santa Clarans, get more cars off the road, and reduce carbon emissions.
  • Worked directly with the Mayor of Cupertino to partner on an on-call shuttle service grant to provide “last mile” service to our Santa Clara residents.

Housing

Mayor Lisa Gillmor supports balancing the need for new housing with preserving the quality of life of Santa Clara neighborhoods.

  • Listened to concerns of Santa Clara neighborhoods by reducing building height on the El Camino Real while maintaining housing goals.
  • Received the American Planning Association Award of Excellence for the Tasman East Specific Plan.
  • Broke ground on a new 100% affordable-housing community developed in North Santa Clara with the support of neighbors.
  • Invested in City’s Neighborhood Conservation and Improvement Program.

Economic Development: Jobs for the Future

Through Lisa Gillmor’s leadership as Mayor, Santa Clara has created jobs and laid the groundwork for a city economy that will thrive for generations.

  • Supported the $1.1 billion expansion at Westfield Valley Fair, including the addition of 100 new retailers and thousands of jobs.
  • Encouraged the technology company NVIDIA to expand its corporate headquarters in North Santa Clara.
  • Launched the Worker Cooperative Initiative to help retain businesses in Santa Clara, a major first for a California city.

Diversity and Inclusion

Mayor Lisa Gillmor has worked to support Santa Clara’s diverse, multicultural community.

  • Co-signed the former President Obama’s “Commit to Action” initiative with Police Chief Pat Nikolai to improve police use of force policies.
  • Led the creation of Santa Clara’s first Task Force on Diversity, Equity and Inclusion to identify the best policies and practices to build an inclusive community.
